Arbitrary removal of Non practising allowance of Government Doctors in India
can non practising allowance be removed for doctors in Indian (Gujarat State) government services for those who joined earlier when this allowance was admissible, without the consent of these doctors

Yes it is legal. Allowance is not the right of doctor, it is mere grace of the government. And grace can be withdrawn at any time.

it seems that you are not willing to earn by work.
dont thrive on allownces, its a govt grant only and given on some considerations and it is not your right.
however there may be some circumstances to oppose such action on its legality.
