Bar Council is statuary body dealing with some special cases, which Higher Court may annul. Jurisdiction of bar council may not be amalgamated with other courts.

The issue of equivalent is not relevant. The Bar Council is a statutory body and its judgements are binding unless set aside by higher court like High Court/Supreme Court of India.
