Once a colony lay-out has been approved ,whom does the Road belong? & is it legally correct to erect gates & lock the it ?

The road may eventually belong to the local authorities; but till the colony is constructed, it may belong to the colonizer who may put gates and lock the same. To clarify, from the stage of 'lay out' approval till final completion of the project, the road will belong to the colonizer.
