Which court can grant permission for water

which court can grant permission within 8 days for a private water connection to a flat on humanitarian grounds only on the basis of non litigated occupancy as sub-tenant since 1970 with ration card,affidavit election cards,Mayors letter and bills as proof. thks

You need to file a appropriate suit in civil court of your jurisdiction.

You may want to approach the authorities by making appropriate representation / request in a prescribed form, if any, and deposit the necessary fee, if any.
