in C.P.C. is there any provision for substituted service of notices on otherside in a petition for setting aside a default order is Order 5 rule 20 is only applicable to suits only

yes, u/o5 rule 17, the notice can be served through affixation. the CPC applies to suits as well as applications for setting aside suits dismissed on default.
