Legal Question in Civil Rights Law in India

I am staying the cooperative housing society in ahmedabad. Recently, couple of days ago my flat was damaged with water seepage due to the water leakage in the flat above my flat. The flat was flooded for more than 30 hours with the water due to burst in the water tape of that flat. That affected silling of my flat and made seepage in the silling and walls of the flat. I had recently 2 years back had plastic colour and POP in my flat.

When I saw the seepage and leekage in silling of my kitchen immediately I made a complaint to the secretary of the society in the writting. But, instead of acting immediately, the secretary showed no interest in solving the problem and was found reluctant in action. It was almost 12 hours of my complaint when the problem converted from seepage to leekage in silling of my kitchen, I made complaint to the Chairman of the society, the problem was sorted out immeditely, but it took another 5 to 6 hours.

Now, my question to the law expert that I want action against the secretary of the society and the compensation either from the society or from the flat owner. Is it possible to fire the secretary from the society on the basis of this complaint as he mismanaged the precious resources of the society and the nation i.e. water and electricity and was reluctant in acting upon the complaint? Kindly guide me in this regard.
