Legal Question in Civil Rights Law in India

Dear sir,

about an interview of asst. professor, i firmly believe that an illegible candidate has been selected. so i have requested the public information office through two letters for some information about his qualification ad minutes of the interview under the right to information act 2005. but he has denied the same saying it is personal information and confidential in nature. i was also one of the candidates. so i appealed to the first appellate authority. but after 28 days, he has not replied me.

on 26th november, i have requested the public information office again for some other information related to the same interview and again he has denied the same giving the same reason.

thus, my four applications has been rejected by the public information officer. and moreover, the first appellate authority has not replied. can i complain to the chief information commission for the same
