Legal Question in Civil Rights Law in India

Dear Sir,
I am govt. employee of Tripura, India. For general employees here there was two financial up-gradation after 10 & 17 yrs. recently pay commission ordered for three up-gradation 10,17, & after 25 years.
I am in a cadre service & as per our service rule we used to get financial up-gradation after 8 years as per service rule and that too in the specified scale of one scale advance as per service rule. But recently government generalized the rule and said we would not be given FU after 8 years instead we will get FU after 10 years that too in the next scale.
Now question is that every body in the general service will get three FU i.e additional one as per new rule that we will also get as per new rule. But we were deprived the scale as per our service rule to which we were actually recruited.
As per which law can we will claim our financial up-gradation as per our service rule.
