My village's steets are badly factured since a decade but there is no action from the city administration. So may I file janhit yachika in the supreme court.

Please draw the attention in writing of the Local Municipal Corporator with a copy to the elected MLA of your locality for information and request for immediate action. Thereafter, if they fail to respond within 15 days, you may proceed with filing the janhit yachika (PIL) in the Allahabad High Court.
