can a divorced person whose decree of divorce has been confirmed by the High court remarry immediately?

no, the opposite party may appeal against the high court order in supreme court. so u cannot marry till expiration of appeal period.

Yes. You may remarry immediately after HC judgement as appeal to the Supreme Court is not a matter of right. Unless there is an injunction/stay from the Supreme Court, you are not debarred from remarrying.
