Legal Question in Civil Rights Law in India

Ferry service is the only way to go out from an island named Moolampilly in Ernakulam Dist, Kerala, South India. Ferry service auctioned to a private team by panchayath authorities for a period of 1 year at a minum charge of .50 paise per head. But the private team charged Rs.1 per head without any proper orders of the authoritie and sometimes they stopped the ferry service saying some technical problems without arrangine an alternative conveyance to the passenger. If the people questioning them they threatening the people by the help of goondas. What can we do to solve this problem through legal line.... please give me a solution.
