Legal Question in Civil Rights Law in India

I am a girl (unmarried) from Delhi - India. I want to make a passport. My permanent address is in delhi. I have Rashan Card, Driving Licence, Pan Card and Voter ID card of the same address. I want to make a Passport now. But the issue is a family problem. Because of family issues me and my mother staying out of the house at my maternal grandma's house in Haryana. My family (my dad, two

brothers and one is married with kid), is not allowing me to make the passpoet from the delhi address, just to trouble me (so that i will leave mom n be with them, anyways its a differnt story). My qusestion is: Is there any way or law where I can make my passport from the same address without my family's help. Can I get my passport directly from Passport office. I can make the police verification done without policeman coming to my home ( I think I can by giving them bribe - I know its wrong but I am in trouble). Please help with the options to get the passport done from the same address. I dont want to do any case or want police involvement with my family. Is there any way I can get it silently. I dont want any issue, coz I know there must be some legal way to do this, which I dont want at least at this point of time. Thanks!

Dear Madam,

Passport will have to be applied for stating your permanent address in Delhi, and submitting all the documentary evidence that you have, along with your application for Passport.

You can specifically state in the Passport Application that you will personally go and pick up your Passport from the Passport Office in Delhi and there is a specific provision for it in the Passport Application Form that you should opt for.

When your Passport is ready, the Passport Officer will send you a registered letter at your address for correspondence specifying the date and time for collection.

Visit the local Police Station in Delhi where you reside and inform them of your family issue and take them into confidence and request their help. On seeking their advice, write a letter addressed to the SP at the local Police Station in Delhi requesting them to inform you at the time of Police Verification. This is the only legal way to do it.

I do not recommend you doing it through an agent for two reasons : 01) The agent will charge you an exhorbitant amount to process your Application and; 02) He may not furnish all the necessary important documents to the Passport Officer along with your application, where you run the risk of getting into unnecessary trouble and inquiry during the processing of your Passport Application by the Regional Passport Authority in Delhi or even later on.

Summing up, when all your documents are in order, you should apply for your Passport in person.
