Legal Question in Civil Rights Law in India
Can a government servant working under one department,for example medical officer working for Directorate of Health and family welfare services apply for another post under Medical education department,state government and file a writ petition in the court of Law for not getting job in that department and charge government for irregularities in recruitment and appeal for quashing of eligible list.My basic question is whether a already government servant can charge government for irregularities in recruitment in another department and appeal in High court.

filing a case is not illegal and no government employee is restarined to do so. you may apply anywhere and challenge any order.
