grant of succession certificate

Applicant no.2 wants a job as a driver on compassionate ground. He approached the employer of his father. The employer-Zilla Parishad- asked for succession certificate. His father was a driver in ZP for about 23yrs & he died in 2005. The applicant no.2 filed a suit for grant of succession certificate. Can the applicant get the certificate on compassionate ground? The applicant in her plaint has specifically stated that she needs the certificate only for service purpose & for no other purpose. She has filed all the revelant documents including the demand of warsan certificate from Zilla Parishad. All the documents are exibited. Applicant no.1 is the wife of the deceased & she has asked for the certificate in the name of his son i.e. applicant no.2. When she filed the suit her son i.e. applicant no.2 was minor.Now applicant no.2 has completed 18 yrs of age. Age proof has also been exibited. I know that it is the discretionary power of the court to grant succession certificate but I would like to know whether there would be any hurdle in this process?Would applicant no.1 succeed in getting succession certificate in the name of applicant no.2?

You do not need a succession certificate for applying job on compassionate basis.The widow's letter waiving her right in favour of son should be sufficient.
