Legal Question in Civil Rights Law in India

hello,

my aunt is a widow right now, her husband passed away a year before, they have a shop and a residence in a slum in sewree. The room is on my aunt's name and the shop is on my late uncle's name, now as my uncle is dead, my aunt wants the said shop on her name, the problem is that the area comes under MHADA SRA development and they are asking for SUCCESSION CERTIFICATE. To get this certificate it takes many months as well as lots of money and as she is the only one legal wedded wife and they have no childrens, is it neccessary to take the certificate, is there any law or GR. Is there any way if she goes for Muslim Shariyat laws, she can get it faster with less expenses, please let me know.
