judgment debtor?
assuming that a monetary decree comes to be passed against a person who is a citizen of USA but settled outside, what recourses (or modes) in law are available to the decree holder to get the same executed against the judgment debtor?

Law does not work on ASSUMPTION.In case of decree you can get the JD's property attached,get him arrested and court can sent him to jail till he does not make payment of decreetal amount.
