myself kittu we are paying muncipality tax in name of others for more than 20 years ,but having electricity bills,muncipality water bills, bsnl in name of my grand father .Please tell me whether we can claim for the property or not,if yes please help me out.

May be - may not be possible. One needs to examine all the papers, as well as the fact that how you entered in to the possession. You - includes or predecessor in title. Only after this, one can appropriately advise.
