you have to tell ur status in the property.
if tenant then u have right to ask the landlord for repairs. u can get it done and ask money.
in society the by laws of society are important to be read before advicing.

lekage of swearage or water from others flats - usally the flats/societies have their own rules to follow
but generally what ever lekage that is let out from the particular flat has to be attended by that owner. the ground floor/ground floor flat owner cannot be asked to rectify it. - in case there is a lekage in the common area then the association/ society will take care - as it is a common problem

If any member causing leakages you may itimate the same and put it in the General body meeting for getting it repaired by making presure on the manager. If he fails to do so you may intimate the same to your land lord if you are a tenant and get it repaired otherwise through such member else you are going to get it reparied and the coses will be reduced from the rent. If you are the land lord you may approach the court, if you have not get remidy in the General body meeting of the society.
