Is there any limitation for presenting a plaint before a proper jurisdictional court after a court returns it u/o 7 rule 10 of CPC upon the application of the plaintiff himself?

Yes, there is limitation for presenting plaint before a proper court of jurisdiction. Prescribed period of limitation will remain same according to Limitation Act.

the limitation for filing a fresh suit will govern the case for re-filing of the plaint in proper court.
