Legal Question in Civil Rights Law in India

I am living in a Co-op hsg society in Mira rd, Mumbai, Maharashtra, India. I have a lot of issues with the society as it is a single building society and the management has no co-ordination inbetween them. We get only 15 mins of water supply daily, that is also a pain as someone in the society has a water pump and the society being aware, does not do anything about it. the lift has received government warning to be repaired, but again the society says it does not have funds. also my flat is on the top floor, due to no pre-rain inspection of the terrace, my house is in a total mess due to water leakage from the terrace. I had recently painted my entire house, and now it is leaking in all parts of the house, also there is water seepage in the Bathroom and WC walls. I pay maintainance of rs 850/pm (2450/Quaterly) which does not even include property tax or municipalty tax. the building has not been repaired since I have come i.e 2004, I need to know how I can approach the MBMC for water theft. and how can I bring the society management to behave properly? I need to know how can law and government help me
