Legal Question in Civil Rights Law in India

I have paid rs 30 lakhs for purchase of site to a person in installments via cheques. and also there is a written acknowledgement for same.this money was paid as advance to purchase of sites .since it was found that these sites did not have lear title i demanded money back. now the party is delaying repayment and he issued cheques for repayment which have bounced. now . is there any provision in law :

1. to attatch hi salary and gratuity and and PF dues from his employer.the person is central public sector employee.

2. can I get a court order to attatch all his bank accounts and deposits known and unknown to me.

3. can i get a court order to attatch all his known and unknown immovable properties .and get them auctioned. for recovery of advance given by me.

4. can i get a court order to atttach properties of his legal heirs and get them auctioned since he has given a personal guarantee

I request to know relaven details of applicable indian law and also references of court judegments in past on similar matters.

You can file the complaints under negotiable instruments act and also file a suit for recovery under order 37. After the civil case decided in your favour you can enforce execution as elaborated in your query.
