if any person accepted that i borrowed money from you but he says simply i will not give you then what should we do ?

in case there is nothing in writing, the money is gone. you cannot file any suit in case the money is paid in cash without writing.

If you have a written acknowledgement of dues by borrower, you may file civil suit for recovery, but plz check the limitation period for filing suit, the last written acknowledgement (which may be any part payment as well), shuld not be older than 3 years.
