A PIL can be filed by writing a letter to the Hon'ble Chief Justice of the High Court or by sending the letter to the Registrar-General (Judicial). A PIL can also be filed in the Court same way as any other case is filed by fixing stamp duty and in accordance with the Rules framed by the High Court.
The admission of PIL depends upon the facts you provide.
