Legal Question in Civil Rights Law in India

i had one problem

i got one registered on my mother's name and recently she has expired and i got the death certificate of her. We are three siblings (2) brothers and (1) sister in the year 4/2011 my sister has expired due to heart attack at our residence and we not appeared for her death certificate and on enquiry i came to know that first i have to apply for Non Availability Certificate from GHMC and approach the RDO concerned for issue of death certificate. Recently i had applied for NonAvailability certificate in GHMC. One more problem is that consequent on my sister's (younger) demise, my brother (younger) has gone into depression and went missing since June, 2012 and FIR was also lodged by mother.

At this juncture how can i get Legal Heirship Certificate through since i don't have Death Certificate of my sister and i have burial ground report issued by cremator and i had death certificate of mother and FIR copy of my brother.

Please advice me
