not replacing the defective energ y meter

We have our energy meter defective and not working. This was pointed out to the Pondicherry electricity board. Inspite of our various letters to all authorities no action is taken to replace for the last 6 months and they keep billing on an average. The house which was given for rent is now vacant and still they put the same rate and add the bill. What is the next course of action.

You may approach the Consumer Forum and claim damages.
