Staircase and dranges which were commonly used between the two occupants of a property since long be closed forcibly by one occupant and the other occupant was not allowed to use the same.
Is law permits to close anyone passage and drains?

You may need to contact the police and/or also approach the civil court to seek immediate injunction for permitting you to continue enjoy the facilities you have mentioned.
