Sewage water is cumin frm neigbour's flat who is staying above my flat

due to improper flooring in my above flat my bathroom is leaking for many years. due to this am getting electric shock in my house and v r facing some health probs due to it. I hav already told tht owner in charge regardingthe probs many times for the past two years and he said he will do but still he hasnt done it and am senior citizen and getting mental and physical problems due to it. What do I do to make him to do the work immediately? as of now some tenants are there and the owner in charge is also staying in the same city. I have already reported this to local women's police station and they came and see my bathroom and met the tenant and warn him and asked tht ownerincharge to condact that Police station or the Police women. when esterday i called up, the women police told me tht ownerincharge's advocate came and told them nt to take any action against him and he will be doing it. but still now nothing has happend, what do I do now for immediately make him to do the work? actually i donno whether i will be alive even for the next enquiry due to this electric shock. how will i know whether some action against tht ownerincharge is going on or nt and when he will be doing it?
