Legal Question in Civil Rights Law in India

Sir,
BSNL has given one deptt promotion(DPC)order based on senioriy on 30.3.11.the person gets promoted to the higher post only on assumption of charge at new station. The CAT said to maintain status on DPC prmotion on 26.4.11. In between, some has been relieved & joined the new post, some have been relieved and in transit, some are not relieved yet. My question is
A) Whether the people who r already relieved & in transit, can they join the new promoted post?
B) Those who r not relieved ,whether they can be relieved & allowed to be promoted to higher post?
C) What for those who have already joined the higher post?
