my sister having property in chennai city limit, she got married and hving childrens, now she wants to transfer her part of property two me, now we need to pay 8% stamp duty or if there is any excemption due to she is my blood relation<

Dear Sir / Madam,
Since your sister is married and she has children, bequeathing any property or part thereof, if in her name to you needs the consent of all the present beneficiaries of her property. If the property is in the name of your sister's husband, it falls outside the purview of the definition of "blood relation" of the Transfer of Property Act, 1882.

If you need to save stamp duty then its better to transfer the property by making gift deed....
or reliniquishment deed/release deed...
