Tenant's Rights Under Pagdi System

We are staying in BORIVALI (mumbai) pagdi system from last 41 years. The landlord is recanting charge Rs.100 per month for rent collection charge. He is right for law in?And my room are is my father name he is dead last 10 years before & my mother also dead last 20 years before can is possible tenant�s rights transfer in my name ?. Can all tenants� rights for repairer building without N.O.C. FORM LANDLORD. What are our rights? Recant landlord are racing rent by cheques. Cheques religion after some time is he gives me rent respite. i have rent receipt from jun-1970 recant also i am staying there with my wife & my two kids . my landlord are so oldge he is 90 years old and recant he make bypass surgery. So he is retired. Take our all matter landlord son. I ask if any time landlord are dead than can any problem from landlord son.
