how to transfer properties Will

this is in line with yesterday's question of Will executed in mother's name as per muslim law.The attorneys answered that there would not be any requirement of anyother document if supported by Will,but said''if it is transferred already''in mother's name as said by Sudershan Goel.Kindly tell me how and what is the procedure of transferring the properties in her name without approaching any court is it possible.Is it possible in the registrar office itself,will there be any stamp duty if so what is the amount of transfer pricing and stamp duty if the Government value of the property is Rs.1,20,000.Kindly answer me at the earliest.

It can be executed in the Sub Registrar's office.
