transfer of tenancy in favour of occupant or heir for municipal rented room

principal tenant allowed his married daughter & her husband and children to stay in muncipal room in mumbai as principal tenant with his son was staying at other place and room was vacant . As The vacant room might be taken back by muncipality, the principal tenant gave the room to his married daughter's family for stay in 1960. Principal tenant died in 1970, daughter died in 1991 and her husband died in 1996. daughter's three sons are staying and want tenancy in their names. But now son of Principal tenant appeared and wants room tenancy in his name. Who will get tenancy occupant or son. Room still in name of Prin.Tenant.
