A Constitution is usually subverted by a Dictator or a Martial Law Administrator; and during such period the laws made by the Government are binding because of the use of force.

Subverted constitution has no force, but same can be implemented by "Force"! State or Stakeholders are always supposed "having force". It is amazing but it is fact.
