Hello,

If, your Father's will is already executed (if deceased), then your mother have absolute write on the Property and She can make a Will further.

If, your father is still alive, then if you make any such document, it will be a speculative document. For some surety you can make it but it will not be absolute and prone to be void, if, some one challenge.

If, it is a mutual family arrangement and you are sure that no one will challenge, it sound ok.

It is better to amend clause of your Father's Will, as it will make sure that if, your mother don't survive your father, the property will devolve upon your sister.
