I want to file Public Interest Litigation against the power distribution company PGVCL & its Parent Company GUVNL & Energy & Petro-Chemical Department of Government of Gujarat as PGVCL is Violating the provisions of section 135 0f Electricity Act-2003 & Violating the Notification of Ministry of Power, Government of India ,Resolution No.- 42/2/2005-R&R, dtd.12/11/2007and violating Supply code and Related Matters(First Amendment) as Notification wide letter no.-GERC/TECH-1/- 2277/- 2005 dtd.14/12/2005 Regulation made by GERC for Gujarat by issuing Defective Direction Written as well as Oral to their subordinate field Officer for making theft cases merely on the basis of One Meter Reading of L&T make Static meter,But some advocate has told me that you can not file PIL as there is a provision of Arbitration in this Electricity Act-2003,So Please guide me,as i want to Help Innocent & Honest consumers of PGVCL who have not done any theft but they became the victims of the false theft cases.There are more than 500 nos.of such cases?
