how to get the key of my flat allotted in my name when I am out of India and MHADA needs power of attorney ..by registered post?what does it means?

It means you may send them a Power of Attorney by registered post . The POA may be executed in favour of any other person who may represent you there.The PoA may be required to be NOTARIZED where it is executed.
