You need to contact the Registrar of the Co-Operative Societies and then take the guidance.

The question is not of Secretary or any office - bearer of Society or an individual; law is same for all the members.
A person may make construction as per sanctioned plan; if construction violates the building plan, you may approach the sanctioning authority with your complaint for enforcement of building bye-laws.
