Parking charges - discrimination.

Bombay High Court has recently ruled that sale of stilt parking is illegal. Our builder has sold about 200 stilt parkings. The balance about 74 have to park in open for which society is demanding payment of Rs.200/- per 4-wheeler & Rs.50/- per 2-wheeler with threats of locking vehicles with jammers if parking charges not paid. Is it not discriminatory when the sale of stilt parking itself has been held illgal? What is legal remedy in case society really locks vehicles with jammers as threatened and/or persists with demand of parking charges?
