parking charges - discriminatory

My vehicle was locked by putting a jammer by the Committee of the Hsg Society on the question of payment of parking charges. At the police station they learnt that they're not authorised to do so and I also paid the charges without submitting application for allotment of any specific space as a result of compromise at the police station. Now they've got a resolution passed for imposition of a penalty of Rs.50/- for every instance of parking in visitor's or unalloted space. I've already filed a case in the Coop Court against the parking charges alongwith copy of complaint to the police, photo of the locked vehicle and a defamatory notice put by the Committee. Kindly advise rules, laws and how to proceed on the latest issue of penalty. Thanks!
