can any person being a citizen of us file a writ petition?
though that person was an indian before
n for last 1 yr hes got a green card

green card does not mean surrender of citizenship of India. the person continue to hold an Indian passport and is an indian citizen and therefore may initiate a legal action.

a writ petition can be filed under article 226 of constitution of India.

Yes the person can file a Writ petition in High Court u/a 226 and supreme Court u/a 32 of constitution of India
