should a resident's private vehicle be given precedence over a shop owner's goods carrier vehicle ,which is in the same housing society, while allotting parking

In my understanding the precedence should be given to a resident's private vehicle over and above a shop owner's goods carrier vehicle while alloting the parking as the parking in being allotted in a residential housing society and not in a commercial building. The residential housing society's has to recognise the aims and objects for which Society was formed i.e. residential use.
