res. sir,

in civil service exam only 4 attempt is given to gen candidates but 7 to obc and unlimited to sc/st candidates. as per article 16 of indian constitution which provides equal opportunity to all without discriminating castism etc.

why.

There is a provision in our constitution empowering government to make special provision for people of SC,ST and OBC. Well not doubt it is discrimination, but such sort of discrimination is allowed in constitution , although it might be harmful and against the nation.

though constitution has empowered the govt to make special rules for SC / ST BUT YOU HAVE RIGHTLY POINTED OUT the discrimination and such illegal discrimination should be challenged in court.For any other query/assistance you may call on my mobile.
