can i construct a wall after the common wall and put windows, canother pary pur windwo to the common wall

There is limited information supplied, but putting windows in common walls (a wall dividing two plots of land) is not allowed (unless the owners of either side agree to this in a written agreement).
Constructing a wall within your plot of land is subject to planning permission (from your local authority). But if you are allowed to construct a wall within, you can put a window in (which will be looking onto the common wall).
