Legal Question in Construction Law in India

Electric sub-station next to our building.-Santacruz-Mumbai

The Developer has permitted Reliance Energy to install a electric sub-station in the rear open space surrounding our building without the flat owners permission. His contention is that as per rule if a plot is of more than 1000 sq. mtrs. and the power co. requires a sub-station than he has to permit the same, failing which REL will not allot meters in the newly constructed bldg. Now, the sub-station work is left incomplete by REL since the flat owner nearest to the sub-station has objected. The Developer wants an NOC from rest of the flatowners as desired by REL failing which possssion cannot be given. Is the Developers contention correct. We do not want the sub-station but we require early possession of our flats. Please quote the rule and further course of action.
