i am property holder in society now i want to construction on my plot in society, so it is compulsory to take permission of society president or secretary?

Yes ... to avoid any future complication, it is advisable to seek prior consent and permission of the Managing Committee of the Society, followed by approval of the plans by the Surat Municipal Corporation is required for construction on your plot in the Society.
