Legal Question in Construction Law in India

i have purchased a flat in ambernath, according to the demand letter issued to me, he is saying that i owe him the interest amount for the so called delayed payment. i have payed all the 100% amount 1 month before the aggred possession date. but he is not giving me the possession on the grounds that i should pay him the interest first, does he have the authority to ask me for the interest before the possession. and do i have any option to aviod the interest payment.

two conditions have to be seen. One if there is an agreement for payment of interest and secondly if there is delay in making the payment.
