Legal Question in Construction Law in India

Respected Sir,
I am Harikrishnan From India, my brother had bought an Apartment 2 years back, the builder has not yet completed the work fully and is not turning back for any of the calls. The Electrical equipments like., Switches and wires used are not an branded, often there are shocks and electrical equipments burn out, when i went to the builders office to complain this, the manager says thy construct nearly 1500 houses and cannot give branded equipments to everyone.
One more important thing is the house started having cracks in all the rooms, please advise as what can we do for this.
