Legal Question in Consumer Law in India

10 yrs ago i signed a contract paper with a promoter for my house along with the land i signed it for 50 lakhs he said he would start his work within few months to assure that he gave me 3 lakhs in advance n for dis reason i vaccant my tenants ( which was main source of income for a retired person like me) but he got busy in some other project n did nothing in our house now suddenly he appeared in my doorstep claimin dat he will start dis project again but i dont trust him n also i cannot return his money becoz i had to keep my houz vaccant for long 9 yrs becoz of him what shud i do now plz help me

The collaboration agreement executed 9 years back may not be enforced now unless you admitted the same or did an overt act with regard to the same.
