Legal Question in Consumer Law in India

I am owner of one of the residential flats amongst 178, contained in four blocks. These blocks are in the backyard of another block with combination of commercial and residential portions. All this are in the same compound. Vehicles bound for and out of the residential parking area are to use passages in the side of the block in the front as they enter/exit to the main road gates.. Vehicles for commercial complex use spaces in front of it for parking. Manning the two passages at the sides of the front block with security staff was found uneconomical and hence the out passage was closed with gates at the exit point of residential complex. In the passage of time slowly visitors/workers of the commercial block used this area for parking two wheelers and now it has become a parking lot for 150 of them. The residential association has been now confronted with request from the owners to clear the passage as both passages are needed to regulate traffic in/out to the back yard. The commercial association is reluctant. With no understanding in writing between the associations a third party intervention looks inevitable. Who can be the arbitrator in this case, consumer forum or a civil court?

I may suggest first approaching the R.C.S. for a solution.
