whether an auction purchaser of the property under the SARFAESI ACT is a consumer? is there any citation

The definition of Consumer itself says, one who buys..
so he is a consumer.
One must keep in mind that the purchase is not for commercial purpose inorder to come within the ambit of Consumer Protection Act, 1986.

No, an auction purchaser would not fall within the definition of consumer, under the Consumer Protection Act.
